The article looks upon the complex process of organizing the Astrakhan Governorate Finance Department in the early years of the New Economic Policy. The author analyzes legislative sources and identifies the causes that hindered the process in the Astrakhan Governorate. The duties of financial inspectors and agents are considered diachronically. The regional peculiarities of this process are determined.
