The article deals with the main activities of the Zemstvo in the economic and cultural life of the population of the Orenburg province: creation of new primary colleges and Zemstvo schools, organization of short-term summer pedagogical courses, medical services for the population, development of the Zemstvo sanitary organization, as well as reconstruction of roads and paths that were on the civil territory of the Orenburg province.
