The article deals with the contradictory consequences in the position of thweeducational institutions and the public mood of the region in the period of 1914-1917 under the influence of the war and the revolution. Together with deterioration in the material, financial state and human resources, there was an increase of burden on schools, gymnasiums and universities. The need to solve new tasks contributed to fostering the democratic attitudes and the establishment of interactions with the local population.
