The article deals with the issues of the state clerical service of the police in the Urals. The basic one was the reduction of the personnel potential on the background of the increasing volume of paperwork. It is concluded that a full-time clerk of the police department of the Perm province during the war is a man with a small family or single, of the Orthodox religion that does not have a rank, with a low level of education.
