The development of public diplomacy in XX century is connected with the attempt of the Soviet Union to emerge from the international isolation and to gain international recognition. The article deals with the activities of the all-Union society of friendship with foreign countries and foreign societies, which reached the climax of their activities during the Battle of Stalingrad, and the work of friendship societies, for which the preservation of the memory of the Battle of Stalingrad became the basis for interaction and rapprochement with other countries.

The article deals with the areas of interaction and forms of participation of the Volgograd youth in development of twin cities’ movements and people’s diplomacy in the conditions of the “cold war” policy in the 1960-1980s.
