The article deals with the concept and typology of disadvantaged families, as well as the factors affecting the improper performance of duties on education of minors, goals, objectives, principles of work with disadvantaged families. The levels and technology of preventive work with disadvantaged families are under consideration in the article. It describes the potential of explanatory conversations with parents about the legal aspects of parents’ responsibilities for education of children.

There is considered the issue of the manifesto dated October, 17, 1905 in the system of the juridical acts of the monarchic Russia. There is determined its lawmaking power for the constitutional legislation of Russia in the beginning of the XX century.
