The article deals with the functions of pedagogical universities and employers in the sphere of education in collaboration in modelling and implementation of the holistic educational process in the university. The correlation of the functions and the requirements of the educational standard“Pedagogical Education” is analyzed, the targets of studying the issue of effective interaction of a pedagogical university and employers to improve the quality of training are found out and described.

There are revealed the functions of an employer as an interested party in management of the educational process quality at a higher school, shown the essential characteristics of monitoring of employers’ requirements, the principles of their implementation, as well as suggested the algorithm of management decision-making at a higher school based on the monitoring information.
