There is considered the issue of interrelations between education and geopolitics; education is interpreted as a strong geopolitical resource in the Barents Euro-Arctic region. There is analyzed the system of higher education in the countries of the region, as well as the best experiences of the Arctic University.

There are shown the changes in the structure and interpretation of higher school mission in the conditions of internationalization of higher education that defines a dialogue as the leading tendency and necessary condition of higher school existence nowadays. The author emphasizes that it is necessary to rebuild the system of university activities in which the international component becomes a system forming and central one.
