There are revealed the methodological foundations of investigation of educational scientific pedagogical complex as an innovative system of continual pedagogic education. There is methodologically substantiated the projection of the model of educational scientific pedagogical complex in the conceptual, organizational and management aspects, revealed its functions in development of the system of continual pedagogic education.

There are regarded the issues, which were not in the view of the management activity and teacher training in the system of continuing pedagogical education.

There is considered the importance of a special research technology in working on the authors programme in the structure of learning and scientific and pedagogical complex, where the task of pedagogical culture development and teachers further training in development of their innovative potential takes the prior position.

There is considered the need of society for improvement of regional system of education as an instrument of development. Gradually, educational institutions of the Volgograd region are realized as the main factor of increase of intellectual potential, level of professional competence of specialists in all the sectors of social production.
