There is given the analysis of the passing modernization of education, described the urgency of the systemic approach to understanding of the global phenomenon in education. There is discussed the possibility of establishing the methodology of research and technological tools, which provide organic coordination of the purpose, logic, stages, means of research activities, outputs and outcomes of modernization.

There is given the conception of the model of technological full-cycled textbook and the technology of its implementation in the form of a higher school textbook Mathematics. The considered conception is the applied aspect of the theory of the integrity of the educational process by Professor V.S. Ilyin.

There are shown the peculiarities of technological embedding into a higher school methodological system both as didactic notions with new functions and absolutely new notions such as metrics for competence evaluation, standard knowledge scope. There is described the model of technological monitoring following the dynamics of competence development, the necessary level of quality, educational process project and the process itself.
